What is an HS Code?
An HS code (Harmonized System code) is a 6-digit internationally standardized classification number used to identify traded products. It was developed by the World Customs Organization (WCO) and is used by more than 200 countries to classify over 98% of all goods in international trade.
HS Code Structure
An HS code is organized in a hierarchical structure:

The first 6 digits are the same worldwide. Countries extend the code with additional digits for their own tariff and statistical purposes. The US uses 10 digits (called the HTS, or Harmonized Tariff Schedule), the EU uses 8 digits (the CN, or Combined Nomenclature), and Japan uses 9 digits.
Why HS Codes Matter
HS codes determine three critical things for every international shipment:
Tariff Rate
The duty you pay on an import is determined by the HS code. Different codes mean different rates, ranging from 0% (free) to 25% or more.
Trade Agreements
Free Trade Agreements (FTAs) like the US-Japan Trade Agreement reduce or eliminate duties, but only if your product qualifies under the correct HS code.
Compliance
Some products face quotas, anti-dumping duties, or regulatory requirements based on their HS code. Correct classification is legally required.
HS Code vs HTS Code
"HS code" and "HTS code" are often used interchangeably, but there is a distinction:
- HS code refers to the international 6-digit classification.
- HTS code (Harmonized Tariff Schedule) is the US-specific 10-digit extension of the HS code, maintained by the USITC.
When importing into the United States, you file the 10-digit HTS code. When importing into the EU, you file the 8-digit CN code. The first 6 digits are always the same.
